About Rob

Rob Out is a highly experienced former Police Commissioner with the National Police of the Netherlands and currently runs his own consultancy firm, Rob Out Consultancy, of which he is the founder and sole proprietor. He retired from the National Police in 2023.

Rob began his career in 1979 as a frontline police officer, steadily rising through the ranks to become Police Commissioner. He holds a master’s degree in Police Management and is RTE-certified.

He has extensive expertise in international cooperation in the field of Counter-Terrorism, Extremism and Radicalisation (CTER).

On this subject, he acts as an expert, trainer, and adviser to various international organisations, including the European Commission, UNODC, OSCE, UNOCT, and CEPOL. For CEPOL (the European Union Agency for Law Enforcement Training), Rob has served as co-chair of the CEPOL Knowledge Centre on CT.

Rob is one of the founding members of RAN POL, the police working group within the EU’s Radicalisation Awareness Network, and has contributed to numerous EU-funded projects. He has also chaired various international PCVE (Preventing and Countering Violent Extremism) working groups.

As a trainer and keynote speaker, Rob has developed and delivered both train-the-trainer and end-user courses and workshops in the Netherlands and abroad.

His areas of expertise include early detection and prevention of radicalisation and violent extremism (Targeted Violence), community policing, multi-agency cooperation, and national and European strategies for preventing and countering radicalisation.

His work has taken him not only to most EU member states but also to the Western Balkans, Central, Southeast and South Asia, Australia, Canada, and the United States.

In July 2023, Rob joined the Preventing and Countering Violent Extremism programme of the International Centre for Counter-Terrorism (ICCT) in The Hague as an Associate Fellow.

Since September 2023, he has served as Head of the Police Research Department at AgSKK in Hanover, where he leads the EU-funded GEMS project on radicalisation in the online gaming world.

Rob’s hands-on operational background, combined with his strategic and policy-level insight, gives him a unique perspective in the field of CTER and PCVE.
